As an institutional national level monitors (NLM), since 2012, CMS has conducted regular monitoring of centrally sponsored programmes and schemes in districts of several states. In this round, two districts of Himachal Pradesh are visited and assessed these programmes and schemes to understand the implementation and benefits to the targeted population in respective districts. The team of senior professionals from CMS interacted with a range of stakeholders including the honourable Members of Parliament of respective districts along with senior officials at district and block levels. Community members were interviewed and discussions were held in groups to understand their opinion about the schemes, timeliness of benefit transfer/disbursal, any gaps and suggestions for improvement.
